it's just an offer by the nhl. The nhlpa have to approve of it, but there have been a few offers going back and forth already with nothing really being done. This is only the latest offer so I wouldn't hold my breath. Although, with limited information, it looks like it's the best one so far by the nhl

Like I said, not even sure if anyone cares if it happens this season... probably same goes for the players.
