it's not just about the communication, but the implementation too. other provinces did receive breaks directly to the taxpayers. where as HST in BC was completely reliant on the business providing the end consumer with relief by lowering prices.
so it's Fed Gov fail.
and Prov Gov fail.
if they said hey we are doing hst now, but we are offsetting it by lowering your provincial income tax etc... or the PST portion immediately then you probably have something that might have gone by smoother. but if you just have the government say hey we are just going to make you pay 5% more for a bunch stuff you didn't have to pay it on before... well there you have it.
