Sorry, I didn't read the article. Just replying based on Nathan's post.
Canada has been a "victim" of brain drain for a long time. I put victim in quotations because Canada is just as much to blame for the cause of the brain drain as we are victims to it. Canada puts so much emphasis on education, but it doesn't have the economy or infrastructure to support the students as they graduate and look for jobs. If they can't find jobs here, then they'll naturally look over to the U.S. for jobs.
