I thought he was referring to the restaurants' payscales. Not just Applebees, but all of them.
I don't see why waitresses should be treated as charity cases. I mean, at this point are they really all that different than those squeegee guys. I mean, the gov't gives them welfare, which isn't enough to live on, so they go on the streets and perform a legal public service.
Stopping tipping hurts more than just the waitresses. Why? 'Cause they'd start saying, "Take this job and shove it!", eventually putting pressure on management to change their practises.
