i would imagine that the concrete isn't solid though right? like, if you were to make a solid concrete box, and put a wifi device in there and seal it, there wouldn't be any signal going in and out would there? in the strictest sense, concrete would, i think, completely block signal.
however, having said that, of course there is no such thing as a solid concrete box, and if there were, i don't think any of us would spend any time trying to get into it and if we did, i don't think we'd be worried about surfing the net when inside (unless you wanted to send an email calling for help). i would think if you were trying to get signal in a concrete-walled/floored place you would just need a stronger router with a broader scope (bigger antennas or better placement of said router) that would hopefully find its way around the cracks, gaps, doors, windows and glory holes.
