Perhaps the key to the answer to this lies in their densities? Oil is lighter than water so it'll tend to float. This may be why drinking water will move the oil around and coat the rest of your mouth, but do little to remove it from your mouth.
Crackers and Tortilla chips, on the other hand, will absorb the oil where it can then be removed from your mouth.
