For me, I will push the 2 minute rule to be strictly enforced, plus if you are not available, you have a GM present that has a list or picking authority on your behalf. If you aren't able to make your pick, the next guy picks ahead of you until you are ready.
For time extension for trades, it has to be indicated at the beginning of the pick that the pick is available for trade or is being negotiated in a trade. At the end of the 2 minutes, there can be a 3 minute time extension only if there is an actual trade in progress, so the other GM has to call/confirm the extension. If no other GM calls/confirms the extension, the pick must be made by the 2 minute mark.
This will encourage GMs to announce that their pick could be available and what they want in return prior to the actual draft, and that trades can get done before with some subjects. i.e. the Canucks trade with Florida for Ballard and Van's 1st R pick.
For the waiver, I think 5 minutes to make your drops, and the same 2 minute picking rule.
So if we start at 2 pm, the 1st round will be done no later than 2:24 barring trades, but can be a quick as 5 minutes if everyone knows their picks.
I think the waiver draft should stay the way it is right now, where you can pick up players that GM's drop. That's more in line with the NHL, Redden, Souray are placed on waivers and any team can pick them up and use them for that season.
